The following data are coded (1978-2008):
Phase I:
- Adopted laws
- Most important problem surveys
- Executive speeches (Regierungserklaerungen)
Phase II:
- Bill proposals
- Parliamentary questions (“Anfrage”)
- Lobby groups (“Registrierte Verbände”)
